That's a pretty stupid thing to be doing when you are liable to be
randomly tested.
Could Management now be in trouble too for not being aware?
In my experience, drink and drug use is not a one-off, so the culture now
is that the Management should be aware of their Staff, though, I know,
such drink and drug use can be easily disguised.
Or, he may have had 5 pints the night before, and be 1mg over the limit?

And automatically tested after a SPAD for xample.

I think an alcohol test result would have come through sooner, so maybe
it's drugs? In any event, being 1mg over the alcohol limit (for a train
driver... which is 13 not 35, btw) is hardly likely itself to cause an
accident on this scale.

btw, I'm no condoning drink-driving (in any circumstances) and that rule
applies to all railway/station staff and not just drivers, but just from
a practical point of view.

Apparently it was cocaine.

Alcoholics get very good at concealing it.

I have hear it said that when they drinking all the time then it can be
hard to spot, none of the usual signs.

We had someone at work who would get a bottle of lemonade from a pub
that has half whisky so no one would know he was drinking alcohol. He
would have drinks in the two bars at a pub and keep going from one to
the other.

You have to be stupid - you know you;ll get tested after an accident.
